Irish Water failing to provide metered bill

    Hi,
       I have been receiving bills from Irish Water which have been unmetered since Q1 of 2015.  I have made several calls in that time as follows

    - having gotten the first bill in Q1 as unmetered I was surprised as there was a meter installed
    - In a subsequent call I was assured that perhaps if it was installed in Q1 it would be Q2 bill which would see the metered bill kicked in
    - When bill in Q2 came out I was still unmetered
    - a further phone called showed that the meter has been insitu since Nov '14
    - I helped you at this point in early Q2 '15 to map the meter with the house address which you hadn't done yourselves after the meter installation.
    - I was assured at this point that the your subsequent process internal would kick in and move me to metered bills.
    - Bill in Q3 arrived and I was still unmetered.
    - I rang Irish water again to say there was still an issue and that I needed to be moved to metered.
    - I have received my latest Q4 bills and now subsequent demands for payment of over due bills.   

    At this stage I am reluctant to pay any bill as despite my best efforts you cannot generate an accurate bill.  I think there should be some responsibility on you to get your billing accurate.  Irish Water seem to be in the business of firing out bills and trying to get cash flowing in at all costs.  All this has been preceded by an original bill seeking water in and out at a point I hadn't registered so this was an assumption on your part (as I am only water in) and again I suggest there seem to be no accountability to generate accurate bills to people.

    So can you advise what I should do at this point
    Secondly I see that having at registration given the household numbers that those presented on my bill are inaccurate and missing people.
