A different licence is required for anything rated over 3,500kg, Categorey C1, up to 7,500kg and there are many other different things too, twin axels etc.
A bit silly travelling without a licence especially the UK...very strict.
can someone email him a copy

If he was moving his own goods he does not need an operators licence.
If he is carrying goods for hire and reward and driving a vehicle of more then 3500 gross vehicle weight or gvw.He needs to have a haulage licence or as you have said an operators licence.

Each truck on the haulage licence has its own disk which needs to be displayed on the windscreen. In this case needs to be an international one. Also truck would need to have levy payed for foreign trucks. If this wasnt payed it could have showed up by a ANPR camera, which would alert VOSA who would then follow up on other defects. These ANPR cameras are in all the ports and roads leading to Northern Ireland.

You mean an operator card/ ticket etc for an excavator?
If so..I'm sure he would need one, our safety regs are very much based on the UK's.

HGV Levy only applies to vehicles over 12000Kg, so not relevent in this case.

Looks like he had issues with his haulage license (Road Haulage Operators license, International variety since operating in UK or NI for that matter)

Not a matter thats dealt lightly with, frowned upon here too.
