strange burning marks on bulbs?

during casual cleaning I've noticed that on the bulbs that I have fitted in around the house there are black marks- caused by heat I suppose?

This concerns me as I don't remember anything like that was happening in my previous house. I am using energy saver bulbs, from OSRAM to Philips Tornado, with wattage like 21w. So I don't believe that the power output can cause this.

Is this normal, or I should get somebody to look at the installation?

solved! CFL bulbs causing this BS. changing to LED or good old incandescents soon
