I'm moving to Stocking Lane and was wondering if anyone would know what time I'd have to get the 15B in the morning to be in city centre by 8.20/8.25am on weekdays?

I'd get either the 07:10 or 07:20 departures.

They are scheduled to take around 60-65 minutes to get to the Central Bank.

OP, depending on where you're going in the city centre you could considering jumping off the 15b at Portobello and getting a Dublin Bike from there. That's what I do if it's not raining as I find that the traffic from Rathmines to the CC can be quite bad at that point in the morning. Gives me a bit of exersise too.
