Is there a provider that offers 1u , 100mbit unlimited traffic, fixed power, 4 ip addresses for less than 50 euros in Ireland?

This: http://www.cix.ie/#/services/co_location is 80 and has a traffic limit
Otherwise I need to plant the server in germany, which isnt bad at all but maybe there is something in Ireland?

CIX is probably your best bet alright, but worth checking in with a few of the usual DCs - Telecity, Digital Realty, Interxion etc. Honestly wouldn't know what the pricing would be, or if they do an all-in-one (rackspace+connectivity) deal. Worth a shot though.

In Ireland power costs 2-3x that of Germany. So expect to pay a minimum of 99/m which might include 10TB /m.

Bandwidth isn't the cheapest thing either, no one offers unlimited 100Mbit/s pipe here for that kind of money. You might get 1U, power, 100Mbit/s unlimited for around 150-200/m
