New heating system

Howdy folks, a question. I recently changed out my wood pellet burner for a condenser boiler, long history of grief and tribulation. We have an underfloor system and the plumber just swopped out one boiler for another. I had the whole system flushed out last April and for a brief few weeks, the last in the life of the wood pellet burners, we had blissful heat all over the house. This time the heat came up to 16 degrees and is not budging from there. The plumber came back after 2 weeks and couldn't figure it out. There is heat on both ends of the manifold pipes. What was confusing the plumber mainly was the fact that there were 2 thermostats at the manifold and he tried various combinations of settings but none made any difference. Any ideas ? Attached is a pic of the manifold.
