Received an inheritance of a house from my uncle but I believe I fall into the group a threshold. See quote of revenue information below

"A foster child will also qualify for the Group A threshold in respect of a benefit taken on or after 6
December 2000 if he/she was cared for and maintained at the disponer’s expense from a young
age up to the age of 18 for period(s) amounting to at least 5 years and also resided with the disponer.
The 5 year requirement will not apply in the case of a formal fostering under the relevant Child Care
Regulations where the foster child inherits on the death of a foster parent. Claims for the relief by a foster
child will have to be supported by the testimony of two witnesses."

I lived with him solely from age 9 until 20.

    my question is:

-do I just file the return and claim the relief(inheritance is over 80% of group threshold)?
-can anyone elaborate on the sworn testimony of two witnesses?

Please only reply if you have experience in filing a return with such a circumstance
