Say if someone wanted to make a model of trinity college, where's the best place to get the blueprints to copy the model from or without these, is there are other way of getting the dimensions?

I can't think of a viable way to get drawings for this. Since it's a large mix of buildings from hundreds of years ago up to now it's not one single set of drawings by 1 architect but, Trinity may have sets of drawings in their library or in storage.
If you could get access I don't know.

I assume the most likely scenario would be you'd perhaps be able to use a campus wide plan and have to guesstimate the heights on the elevations visually in person or using photograph

You might not know it but the university students of architecture - as part of their courses - survey and make drawings of all of the unusual buildings of the city.
The drawings you're looking for are in the portfolios of several students in UCD, TCD and DIT.
If you can figure out a way to use that information .....
