Cancelling and re-applying for FIS?

Unfortunately we were awarded FIS recently and then the social welfare cut my partners income substantially as he moved to a means tested payment. FIS have said that their amount is locked for 52 weeks and so we cannot receive a higher payment for 11 months. Is it possible to cancel the current FIS claim and re-apply?
