Keep getting text messages to pay bill

Hi How do I remove my phone number from this service? I tried replying with "STOP" but it doesn't work, possibly because the number the text comes from is simply "irishwater" Just FYI I'm one of the many people who are paying their water under the old system of VAT and motor tax.

So I've to pay the sender of these messages to stop them? Isn't that illegal?
