firebird boiler lockout

    indoor oil boiler locked out, making no attempt to fire when the reset button is pressed.
    found the pressure reducing valve reading low (see pic). is this enough to completely lockout the boiler?

    how do I adjust this? there is a screw on top that I have turned towards the + but the gauge doesn't move or should the screw come out and remove the black cover?

    what is the purpose of the bottom screw?

    The bottom screw is an on/off tap. Make sure it's turned fully anti-clockwise to allow water into the system. The internal mechanism is probably jammed, get a small screwdriver and push down on the screw head, don't push too far or it will go over to one side under the black cap and water will rush in uncontrolled.
