Gear cable issue

I'm attempting to replace the inner gear cable for my rear derailleur. I've done this a number of times in the past but I'm having an issue with the tension. Ive moved the shiftwr to the outermost cog before pulling through the slack on the gear cable and clamping it off. Basically when I try to shift to lower gears the tension is really high but when I shift to the outer cogs again the cable goes totally slack. Im quite sleep deprived so I can only assume I am doing something really stupid and obvious. Any thoughts?

Make sure you r shifter is on the end gear ...tap release and pull cable to made sure it's on lowest gear.
The cable housing could be corroded so holds the cable...
Or your mech might need some lube.

Thanks I think youre right re my mech. It definitely needed a good clean and lube. Normally I like to do it once a week but it's been a lot longer since the last one. I gave it a quick once over and while it's not 100% it is much better.
