Here's a quick thought that occurred to me when looking at the munster subs coming in today.

Pro12 player rules no 5.3. A maximum of two non-European players are permitted in a Team's match squad.

Today munster have Chrisholm, Tyler, Amorosino, Sagario and GVDH.

Leinster, Ulster and connacht also regularly put out match day squads with plenty of southern hemisphere players.

Am I missing something or is this a rule that is just ignored by teams and officials alike?

"European" means very very little legally.

I see, so for the purpose of a matchday squad south Africa, Fiji, Samoa and tonga are all European.

That however still leaves munster with an auzzie, a kiwi and 2 Argentinians in the squad today.

Yeah, and I'm sure there's plenty other exceptions and weird rules outside of that. It's effectively impossible to make rules based purely on nationality.

Many south american plates carry dual citizenship, wouldn't surprise me to know that they both carry Italian passports

Quite likely you are missing something. At the bottom of the page re match day rules is the following...

The above sets out a summary of certain provisions of the Guinness PRO12 Rules for information purposes only. As such, these provisions may be not be relied upon and for a full and proper understanding of the provisions and rules of the Guinness PRO12, reference must be made to the Guinness PRO12 Rules in their existing and entire form.

In other words there's plenty of hidden get out clauses for teams to utilise.
