Water meter put in the wrong place.

    The stopcock for my house was covered over when I was getting the driveway done and 
    the one for an old house beside me which was since demolished was all that was visible and when I looked it seems to have a meter installed.

    I got no notification that anyone was coming to install a meter but i'm guessing  what happened is they put it in the wrong place by mistake.
