Query about Mortgage to build a house

Just wondering if you're drawing down from the mortgage as you go along building and your circumstances change eg decrease in wages or pregnancy, can the bank stop the build or hold back the funds if the house isn't complete? Totally lost in the workings of all this at them moments.
