    Hi,
I bought a car three weeks ago and the garage owner said he has sent the vehicle owner transfer form on the day of buying only. But when I called the department they are saying no form received. What should I do now? Am I being cheated by the garage owner in Dublin?

Disappointing. It's possible it got lost.

Can you ask the Garrage to request a copy from Shannon?

He is saying he did his work and the original registration certificate is already posted to Shannon.

Right. Did you see the registration cert when you were buying. Did you sign it?
If not, he probably never had the cert.
If that is the case, there is a process for you to go through to get it registered to you.
You basically fill a form, get car inspected at dealer to confirm identity and sign at peace commissioner.

Put the reg into motortax.ie and see if the car was transferred to a dealer. This will usually give you an idea as to whether you're dealing with someone who bothers with paperwork.

Did you actually sign the vehicle registration form for the car?

My money is on the dealer didn't get the old logbook from the previous owner when buying the car from them and hopes the OP does the legwork in getting it sorted.

That would be my gut instinct.

I looked after transfers of ownership into garage name and into customers name back when I sold cars. Post never got lost. Never. And this was a big garage.
It's just down to telling the customer beforehand to make sure they have the vrc. Show them one, tell them they can't trade in car without it, have an rf134 form ready to give to them.
    It's just basic stuff.

Well I signed something and I think it's the vehicle transfer form. I saw the registration document but I did not see the name on it. when I did a cartel check on the Reg before buying it said a new Reg cert was ordered just one month before. When I asked the garage owner about this he said that he lost the original so he ordered a new one.
I think I need to go to the Garda regards my this entire thing.

The Gardai will do nothing as there is no crime committed or law broken. You need to put pressure on the dealer who sold you the car and I mean pester them in person, not over the phone where it is too easy for them to fob you off or hang up.

Could you please explain the process in more detail, I am going to speak with the garage owner next week once and then follow this process.

Garage owner can't order a replacement vrc. It's only the registered owner (non garage)
The change of ownership is on the back of the (grey/blue) registration cert, it isn't a separate form.

Can you put your reg in here and tell us what comes up

Bought a second hand car recently from a dealer and there was no registration cert involved, just a SIMI form.

Got the cert in the post from Shannon a week or two later.

Dealers can do the change of ownership process online these days if their facilities are set up for it. Not all of them are setup this way though.

    I

    https://www.motortax.ie/PSE/pseVehicleSearchReceiving.do

It says no changes notified in the last 3 months and that a new VRC was ordered in 08/10/2015

This a small dealer I don't think he has this online facility.

If the dealer did his paperwork, you would have seen a transfer to dealer in there too.
Unless he put the car in the garage name and added an owner he wouldn't have been able to get a replace cert. This would have shown up on your Motorcheck report. Probably requested it in the previous owners name, it got posted to them.

It really comes down to whether the reg cert was there and whether you actually signed it. It's very unlikely to be lost in the post.

I don't remember signing it. I asked him a copy of the cert he has just now. Let's see what does he say.

Maybe get a parking fine or two, and see if that Bucks up his ideas a bit!

I spoke with the vehicle transfer department and they said that they are going to send me a affidavit and then I need to stamp it with a garage and then peace commisioner. Now thinking of the costs involved for this.

How much do a garage charge for checking the vehicle no. and stamping the form?
I live in Tallaght square, where can i find a peace commissioner here and what would the charge be?

Shannon person said once I get this form filled I could take a copy of it before sending it across and start driving the car.

You need to go to a main dealer of the make/model of car you have and they just need to verify the car's VIN and stamp the form. Charges for this vary depending on the dealer so ring around.

Peace Commissioner - your best ringing your local council, they should have a list of these people, they maybe councilors or solicitors and average cost of this is about €10 or €20 to sign the declaration form.

Once the form is signed, stamped and submitted, Shannon will write to the previous owner stating that they are no longer the owner of the car and if they contest it they have something like 30 days to do so. If they hear nothing within that time they then transfer ownership over to you and issue a new logbook to you.

I think you can print the form off online.

    Edit: you can't unless it's pre 1993.

Full details of procedure at the end of this form
