Going for taxi licence - I have 2 penalty points?

I'm going for a taxi licence but read you can't get one if you're disqualified or have an endorsement (including penalty points). Surely this means if you accumulate 12 points yout get an endorsement and cannot go for it. Are you telling me if I have 2 points for going 7km over a speed limit a year ago I now cannot go for…

Must have a full clean licence, so no, you can't apply if you have active penalty points.
