I know that cars can get their NCT done early, but what about vans and the DOE?

My friend's van insurance runs out at the end of December, but the DOE doesn't run out until the end of January.

It's a '99 reg Transit, and although it's fairly well bolted together, I would hate to see him reinsure the van and 2 - 3 weeks later have the van fail because of an uneconomical repair, and then lose a chunk of the insurance money when he cancels the policy. (He wouldn't be able to buy a replacement immediately)

I've tried looking online, but can't find any information regarding this.
So, can vans be DOE'd early?
