Property tax on new build - calculating charges from 2017

    New houses bought directly from developer / builder between 2013 and October 2016 are exempt from property tax until December 2016.

    How is the rate of a new build bought between 2013 and 2016 going to be calculated for 2017 onward?

    If house prices rise between now and the end of 2016, obviously you would rather the LPT be calculated on the price you paid for it now. If house prices / values drop in the next year, you'd prefer it to be calculated on those lower values at the end of 2016.

    (With the new freeze announced today until 2019, that's the rate new home owners will be paying for 3 years.)

    I searched revenue but couldn't find an explanation for how new builds value would be calculated for LPT purposes.
