Do engineers submitting your planning permission drawings have to show the local authority that they have insurance ?

    No.

Basically, a 5 year old child can submit for planning as long as they can prepare the plans in accordance with the requirements of the Department of Environment. Obviously they need to be able to accurately survey the site and design the works to a feasible style/method/possibility.

Kceire is correct. The Council do not require insurance details. The Council does require the name and address of the person that drew up or created the drawings / planning documents.

Seeking Planning permission is just like submitting your tax accounts or representing yourself in a Court of Law. You can represent yourself if you think you are capable. Of course you are probably wise to hire a professional that does it everyday of the working week.
