Loose manhole cover on road

I'm trying to get confirmation as to who is responsible for repairing a loose man hole cover on the road outside my house. The estate head been taken over by the council and irish water fitted meters earlier this year bit despite numerous queries we can't get a straight answer.

As this manhole has a metal cover, this would be a matter for your Local Water Department. If you contact them they should be able to assist you further.
