    What's the proper term for the type of Phase tester that works by touching the outside of a cable rather than having to touch the copper core.

    Depends on the type of tester, and the type of test.

    If it's the Fluke one then it's known as a Volt Stick.

    Really you want to use an approved voltage indicator/test lamps with two probes.

    I have one with a loud beeping indication. Very useful for indicative tests. A volt tick vt10.
