Change bank account that payment goes into?

My friend is trying to change the account that her disability benefit is paid into. She tried ringing but the woman she was speaking to was very unhelpful and didn't have a clue how to do it. The bank account has been frozen as part of a bad debt and she has done as the bank advised and opened a new current account. So now she needs to switch the payments to the new account. Surely it's not that difficult to do?

Is she on illness benefit or disability allowance?
I'm guessing its disability allowance as illness benefit is paid in cheque.
There's no such payment as disability benefit any more.
