Walls feel cold under windows

    My house was built in 2004, has twin cavity with insulation in between.

    The walls under and about a foot around all the windows always feel cold. There is also a draught that comes from under the skirting boards.
    The walls with no windows feel warm.

    I was thinking of sealing up the skirting board gaps as the air is strong there particularly when the wind is blowing hard on the wall.

    The house is usually warm when it is not windy, but when the wind blows hard, the house becomes chilly.

    Why would the walls be cold under and around the windows only?

    That will be a Lack of air-tightness and likely thermal bridging due to a lack architectural detailing and poor construction practice and supervision, which was common in the 00's and unfortunately still happens today.
