So for the last hour my water pump has been filling my tank for 22-33 seconds and nothing for 6 seconds and starts again. All taps are off, and I'm at my wits end

Have you got your own well?
Are you talking about a big tank in the attic controlled by a ballcock ?
Is there any water flowing into your toilet bowl?
Any water flowing out of tank overflow ?

The water tank is on the ground floor of my apartment. The toilets are full amd not refilling.

The tank and water pump(what I think is a water pump) included

i dont think that fills your tank.
Im not familiar with apartments - and im not a plumber - but the only time ive seen something like that is for pumping water to a shower.

In your case it may also provide water to your other taps too. are any of them leaking?

no sign of leaks, the pump turns on for the shower and when i have the hot water tap on...

have a plumber on the way out later tho

yeah sounds about right... it senses a flow from your tank to the shower/taps - and then basically just gives it a boost.
Im sure he'll find the reason its trying to run.

I don't know much about them, but have seen non return valves and expansion vessel problems mentioned.
