called to a 2 bed semi to bleed an oil boiler and show new tenant how controls work etc. Got the boiler bled fine and all but one rad (upstairs) heated up fine.

Rad valves open and no air in it, bled it a few times just to be sure. Pressurised system with 1 bar showing on the gauge.

Turn off every rad that's heating. Turn off the red wheel valve going into the bottom of the cylinder. Turn on the heating

Turn off all other rads and close the balancing valve on the cylinder then with any luck the circulation pump will get the rad heating. When you have run the system like this for a while and bled the rad. turn on all the rads. and set the cylinder balancing valve to 1/4 open. Now run the system for long enough to be sure your problem rad. is ok.

Ive the same issue, what's a balancing valve?

The valve is usually a normal wheel type gate valve.
When closing it, count the turns. It may work best if you put it back where it was.

just did what was suggested, turned off all other rads and ran the heating for a few minutes and when I bled the rad I got air unlike before. left the heating running a while going back to bleed the rad every few minutes until I got no more air. Turned on all other rads and everyone heated up fine.

Ok, so I turned off all rads and this one was untouchable it got so hot, lovely job. Unfortunately as I turned back on all the other ones, it progressively got cooler and by the time I got them all on its stone cold again. Anyone come across this?

I should add that's all I've done, should I do the balancing thing?
