Proof of Address Query

Hello, I was just wondering if anyone could answer a question I have regarding proof of address for a JSA claim.

I am just after moving to a new area, and I went to the SWO to move my claim, I was told I would need proof of address and I produced a bank statement and a letter from the ESB stating I opened an account for the new address, but they said that they are not acceptable forms of Proof of Address and demanded that only a lease is acceptable. I will have a lease in the near future, it has been sent to the landlord to be signed by him, but he is out of the country for another 2 weeks, so that is leaving me very stuck as they have suspended my payments as a result until I get the lease, but I have nothing to live on until then and 2 children to feed.

On the Welfare.ie website, it states clearly that a recent bank statement and ESB correspondences are accepted, but I was told quite adamantly that they would do nothing for me until it was my lease, is this allowed?
