I'm asking this for someone else as he doesn't know what to do.

Anyway, a friend of mine started a level 7 in September 2014, failed the year and didn't bother repeating. He received a SUSI grant for the year.

Now am I correct in saying, he can apply for a level 8 through CAO this year to commence in September 2016 and still receive a full grant? Any advise is appreciated

No, he would not be eligible for any grant assistance for the 1st year of any undergraduate course.
