Traffic Warden.

    If a traffic warden was about to issue someone with a ticket but before the ticket was issued and pinned on the windscreen the person drove off in his/her car would any ticket still be valid?

    He usually takes a photograph first of the offence, and then once he starts the procedure first, s in out in your reg he has go compleate it,

    once details are in the hand held thingy they carry its registered in the system.

    The reason I ask this is because I was told, perhaps wrongly, that the warden has to pin the ticket on the windscreen for the fine to be valid?

    They're under no legal obligation to give you the opportunity to pay a fine based on a ticket so if the warden has the photo of you parked illegally and you do a runner, they can issue a summons instead and you'll be fined more than if you got a ticket and paid for it. Warden would tell the judge that he/she had no choice because you did a runner so you'd be guaranteed a fine bigger than the ticket.

    Sounds like freeman nonsense. I think he must also be wearing his hat for the fine to be valid.

    It more likely from the BBC/ITV 'Documentary' series about traffic wardens that used to be on a few years back. At the time in E&W the ticket had to touch the car.

    Can a car, stopped with the driver in place, be considered parked?

    If the engine is idling does that have any impact?

    If it's stationary, and not because it's stopped in traffic or something of the kind, then it can be considered parked. If the driver is in it, and the engine is idling (or even if it is turned off) a traffic warden or guard will generally invite the driver to move off before issuing a ticket. The driver would be well-advised to take that opportunity; if he argues and refused to move a ticket may be issued, and it will be no defence to say "but the engine was running!"

    Is this part of protocol that must be followed, or can such a vehicle be issued a ticket without this 'invite'?

    I expect there is no requirement to ask the driver to move.

    No need to pull away at all, sure if you have the hazards on you can park there all day and you can't get a ticket.
