Changing Hiace passenger seat to model with 2 x 3 point seat belts

I'd like to change the passenger seat in my toyota hiace a seat with two x 3 point seat belts, at the moment one of the belts is a lap belt only.

I have read that the lap belt conversion kits are dangerous and will also automatically fail the doe, but could I change the whole seat to a different model. For example a ford transit seat or VW transporter, which has 2 three point seat belts?

Has any one any experience with this?
