Saab 9-3 not talking to diagnostics

    Saab Vector 1.8 petrol giving me the dreaded traction control error and not starting but only when its been raining or the outside temperature is low. I have disconnected the battery and drained the power from the system and re connected the battery. Car starts no problem, it was a dry day on Saturday. I managed to get it to my mechanic and he cannot get the car to talk to his diagnostics kit. The ECU wont communicate at all. Anyone any ideas of the next step or is it off to the main dealer I go.

    Go to another mechanic before dealer it's very odd it is not reading codes even if it came back with no errors
