Had to remove the toekicks from under the kitchen cabinet to replace an appliance.

Found duvets, pillows and styrofoam packing stuffed in behind it!

Looks like it was done for draft prevention by the previous owners/tenants.

Seems pretty crude, what is the actual correct way to fix drafts in this location? Spray foam? some other sort of insulation?

There are water pipes behind so need to make sure they're not impacted.

Drafts? The reason for having the space under and behind the kitchen units is 2 fold firstly the obvious reason for allowing space for services secondly to allow air to flow freely move around to prevent damp and mold. You shouldn't be insulating this space if there is a draft coming through then its another issue causing it like a hoke in the wall possibly where a waste pipe is exiting the kitchen.

Thanks, so find the source of the draft, and then what do I cover/fix these holes with? Expanding foam? Silicone?

The material you use to to fix the issue will depend on the size of the hole, where the hole is etc, you'll just have to make a judgement call a bead of silicone might do it or you might have to use a shot of mortar
