    Underneath decking outside our back door there is a manhole cover and underneath a half pipe, that is a 4-inch pipe with the top half of it cut off. The whole thing is not sealed, so that when there was surplus waste after a blockage was cleared, water was poured down over the whole lot while the manhole cover was on - and the water was able to run down underneath the cover from the sides. There is a pipe in there somewhere to vent gases.

    Is all of this normal?

    So it is under a manhole cover? And doesn't cause any day to day problem?

    Manhole covers aren't necessarily sealed tight. It might be fine, but you should get it checked out if you are worried.
