Cattle for BPS

does anybody know the answers to these questions? Do you need cattle for BPS payment( i assume it's the same requirement as anc) Neighbour has a few cattle - can i put my cattle onto his land without notifying the dept as long as the cattle that he has have been moved into my herd for feedlot/grazing
