exam techniques: aids to memory during exams?

Would anybody have suggestions for helping students who fail to recall the details of points in an exam environment that they can verbally recall quickly in class? I've broken down topics into the 5/6/7 etc. main points of potential questions and suggested to them that if they have those main points prepared they are halfway there. Mindmaps etc have been used to help them get clarity on these main points. But, these points are not triggering more information when they're in the exam despite being able to make the necessary linkages on the points in a classroom discussion.

A second issue is with memorising phrases and quotes verbatim. How are people helping students to memorise these most efficiently for exams? Thanks.
