Actuator on line but not wired

Hi all, just bought a house recently that was renovated and new plumbing installed. Have been poking around at things and noticed last night that there is a Danfoss HPA2 actuator on one of the lines coming out of the hot tank. However, it's not wired into anything as there are two black wires hanging loose.

Any ideas why this might be? What does the actuator actually do?

    Thanks in advance!

Sometimes when plumbing work is being done these are fitted as a bit of future planning. Most likely it was to provide some sort of zoning control should it be required.

The other scenario is that it no longer works and was disabled.

Future proofing sounds about right. Will post some pictures later as there's another set of taps that I don't understand. Cheers
