One Radiator not working.

I've one radiator not working in my apartment, looking for some advise on how I can get it working again!

All radiators in the house have TVR valves, all with the PIN in the open position, non-jammd down.
Pipework is all ran over head between my (ground floor) apartemnt and the neighbours upstairs.

Initially I had two radiators not working, I bled the radiators and added water via the flow valve in order to re-pressurized the system to 1Bar (Cold).

This fixed the larger living room radiator that wasn't working. At this point I still have one radiator that is ice cold.
I've tried bleed this radiator again, absolutely no luck - removed a good bit of water to see if I could even get the pipes warm, and re-pressurized the system once again.

When I bleed the radiator I managed to get some some warmth into the pipe with the TRV on it, as well as the base and top corner of the radiator. This heat went away very quickly.
I've also tried turning off all radiators in the house and leaving just the non-working one with open valves.

I left the heating on full whack for an hour to try get the rad to heat, no luck.

Any help or advise much appreciated.
I've given the past two evenings fiddling between bleeding and trying to balance the system but getting no where.

Turn off all rads AND balance valve at your cylinder. Take of the trv head and push and pull the pin to make sure it's not stuck closed. Make sure opposite side of rad is open fully too

I've the plastic TRV head removed, and can confirm the pin is up.
The pin moves up and down when pressure is applied on top, bit of resistance in the pin, noting seems unusual.

I'd just like to clarify what I'm doing before I get started, already after giving two evenings, It'll be a case of calling the estate agent If I can't sort it this evening. Just don't want the landlord being billed for plumbers for small bits.

I'm going to close all the locksheilds and trvs (Excluding the cold rad??)
I'm going to close (clock wise turn?) the balance valve on the boiling tank.
I'll turn on the heating, and wait and see.

Could I please confirm the valve, bottom left of boiler, without a twist tap attached is the balance valve I'm closing? Pictures attached.

All fixed, thanks for the help!
Looks like I missed the whole turning off the balance valve on the boiler, the past two evenings.
