They are bib tights. Designed to be worn on their own, sans underwear. You could wear trousers over them if you wish of course.

I have a pair of these I use for commuting, mine didn't have the pad though, just the shorts, and they are fine with just normal underwear for my short commute. nice and light for warm weather and water beads off in the rain.

    Couple of trouser options here

I need to get cycling trousers for commuting, have been using old tracksuit bottoms until now. I can't tell exactly what theses are, do you wear trousers over these? http://www.sportsdirect.com/muddyfox-padded-cycling-tights-mens-635059?colcode=63505903

As Crocked said, they're bib tights. Perfect for commuting, not so perfect for wearing around the office  I wear similar and bring a change of clothes.

Depending on the length of your commute padded bib shorts may be an overkill. I wear padded shorts when I go for longer rides on the weekend.

On my (7km) commute I wear a pair of tights without padding from lidl (I have some which were sold as "cycling tights" and some which were "running tights", only difference is the running ones are slightly warmer.

I wear these under a normal pair of cotton shorts - I would not walk through the office in the tights or indeed my weekend cycling shorts. These are ideal because if they get wet it is not a problem and they will keep you warm but not hot & sweaty.

"bib" shorts are the ones which loop over your shoulders - these tend to be regarded as the most comfortable for longer rides. Padded shorts which pull around your waist are equally comfortable for me tbh. The "pad" refers to the gel cushion or "shamois" built into the shorts which you sit one.
