Underlay for lino?

I'm putting down some lino in a utility room. It's unbacked lino and is going on a concrete floor. I have some laminate floor underlay left over so was wondering can I use that under the lino? If so, should I glue the underlay to the concrete and then glue the lino on top? Any advice would be great.
