Waiting time for EU travel visa for a Non-EU partner?

Im hoping to find out how long people wait for visas FROM Ireland FOR different EU countries?
Specifically, for non-EU partners of irish citizens..? (edit: married/civil partner?)

SO....can people maybe mention their experience with getting visas for their non-EU partner for different EU countries from Ireland??

    Background
For irish citizens and non-EU partners living in Ireland, it can be a pain to travel abroad within the EU as (depending on their nationality) the non-EU partner needs to apply for a visa for those EU countries.
And different countries take different lengths of time to process a visa, and sometimes arranging for an appointment with the embassy to apply for the visa takes a long time also.
Partners of EU citizens are supposed to have a speeded up processing time when getting a visa for another EU country, where necessary. And they also whouldnt need to pay for the visa as the partner of an EU citizen.
I was advised it shouldnt take more than 4 weeks. In theory.
Im not sure how that actually goes in practice.

For (non-irish) EU citizens in Ireland and their non-EU partners they can exercise their 'no barriers to travel for eu citizens within the EU' treaty rights, just like irish citizens could do if they were living in another EU country than Ireland.

    And I will start with...

    NETHERLANDS:
1)apply for appointment online, can take a month to get one if you are unlucky enough!
    2) It can take up to 15 working days to process the application! 2 weeks if you´re lucky!

SPAIN, seems to be faster for arranging an appointment in the embassy. A few days wait? which is the way it should be...but not sure how long it takes to get visa processed.

    Chinese visiting Ireland:

If you're not from Shanghai or Beijing (primary cities), and not connected, then it's unlikely you'll be approved for any type of visa (except perhaps for a group tour).

Irish embassy cannot be contacted to explain their pro forma denial letter.

    Experience:
    1 x tourist visa application
1 x student application (full FETAC college fees paid in advance etc.)

My brother also had the same experience trying to bring his girlfriend home for a holiday here. He gave up and stayed in China.

Time from application to rejection letter: 4-8 weeks, we never got as far as the interview in Beijing stage.

    /bitterness

Thats a different situation to what I am talking about, but it is also a pain. Requirements are strict, but the embassy should have given reasons for refusal. Thought that was a given.
It can take near 6 months to process a 1 year visa application for a married/civil partner...!
