Next door washing machine on all the time

Bizarre I know but it sounds like the next door's washing machine is on nearly all the time - mainly on spin.

Thing is, there is no one living there and the landlord is pretty un-contactable.

Can't think of what else would make a similar sound that could be left on

More likely to be an extractor fan than a washing machine.

Wonder could it be a pump? I lived in a basement flat for a while and there was a pump attached to the water tank in the utility room that went on and off when water was used upstairs - then it went berzerk one time and just kept running. The LL mentioned it could have burned out if it was left go but I don't know if that would actually be dangerous.
