I have been on JA for about 6 month now, I know I'm not entitled to Fuel allowance, but have 3 small kids, so I wonder if Community welfare officer can help with heating costs in any way? Thanks in advance.

Depending on you circumstances he should be able to help, cwo is the way to go, they have a thing called Urgent Needs Payment. Good luck.
