I'm renovating my dad's place where most of the walls are either papered with wood chip paper or embossed paper and both have been painted over numerous times so I'm thinking the easiest and cheapest was is just to reslab with new plasterboard , now my question is what fixings do I use? Most of the reslabbing will be on solid walls and about 20% will be on partition walls.

Your going to run into issues around the door frames as the walls will be too thick. Your going to get the new plaster board plastered (if you want a decent finish). I would remove all old paper. If the walls are painted use thissle bond on it then get a plaster in to finish off the walls. Even do a couple of rooms at a time it will look great.

The only place i'd re-board over existing board would be ceilings that are stippled.

Yes I'll be getting the walls plastered. We have already tried to take the paper off and nearly impossible as there are about 5 layers of paint covering the paper.
The doors and frames are being replaced with new.
