    There is in some games, but the 4460 is grand for your budget. The i5 isn't going to hold this rig back anytime soon.

    Any H97M, H81M or B85M board will do you, given your budget there's no need to spend much on a board, they'll all have similar features anyways.

    You will see zero difference in any game. There isn't really much difference between the two at all unless you overclock the 4690K - and even then, you're only going to see frame differences if you have a monster graphics setup to eliminate GPU bottle necking.

    The GTX960 is a way, way bigger bottleneck than the 4460.
