Sulky protest in Ballinasloe Fair

I read the report about it in the Connacht but maybe my reading comprehension isn't so good because I'm sure it said there was a quiet protest by people not participating in the lunging competition, the reason being the designated sulky racing track had been removed.

But then I saw this video today:

Is that what passes for a quiet protest?

What do people here think will happen at next year's fair?

Will be up to the Council and Fair organisers to come up with plan. Outright ban will lead to it happening in un supervised place.
