Customs duty exchange rate miscalculated?

So I bought a phone via eBay which was delivered by fedex. The total for the phone plus delivery was 422 USD.

I got a customs invoice from fedex, saying that the exchange rate used was 1.1041...in line with what's on revenues website.

Therefore 422 / 1.1041 = 382.21 which should be the taxable amount in euros.

Yet in the “statistical value“ field of the invoice, the conversion somehow ads up to 403.53 instead, which is the amount they're trying to tax me on.

Did they calculate something wrong or am I missing something?

There's nothing to explain how they got this value.

And yes, there is an admin fee on top of the duty, but this isnt included in the above...I'm just trying to figure out whether the taxable amount was calculated right with regard to the currency conversion.

Does the fedex slip contain this $422 value?

If the shipping is not clearly listed some couriers will charge a "standard rate" which is usually very high (even though I suspect they can easily find out the true shipping costs from their own documentation)

Yeah, 422 includes shipping. Its not itemised on the declaration, but clearly states something like ”Total cost incl. shipping: $422.00“. Don't have it at hand at the moment.
