Balancing rads with 2 taps

    My landlord just replaced the taps on all the radiators in the house I'm in and is after getting a tap put on either end of every radiator. I want to get my system working as efficiently as possible and balance all the rads but with the two taps do I need to know which end of the radiator is the 'in' side and which is the 'out' side?
