Details Not Registered With Irish Water - Yet Application Form Sent in 2014

Back in 2014 when Irish Water were sending out application packs to all homes, I did not receive one as my house had only been built in very late 2013. Therefore with no pin to register online I had to print an application form out from the Irish Water website, fill it in and post it to a freepost address in Cork. Job done and as I have a septic tank and am part of a group water scheme I knew I would not receive any bills.
I rang Irish Water up last week as I was concerned that no letter had arrived at my home from the Department of Social Protection inviting me to apply for my Water Conservation Grant.
When I rang it was apparent that my details were not showing up on the Irish Water worker's screen. He took my name, address and phone number and said someone would investigate my case. I explained the urgency what with the 8th October 2015 deadline for grant applications.
A day later and no call back so I rang up again. This time they took my details and a guy came on to try to map my new build on their computerised map. It was a bit of a challenge as I live up a country lane where postmen deliver by surname of the occupier. The computerised map did not give the Irish Water guy the owners' names of the houses.
He told me someone would be in contact with me to give my home a WPRN and that I would not be entitled to the grant. I corrected him said that I had sent them my application form in to Irish Water in 2014. I also lodged a complaint.
It as been a week now and no telephone call to sort out my complaint or give me a WPRN number.
I am just wondering has anyone any experience of Irish Water losing their hard copy application form? A work colleague told me that Irish Water had issues scanning documents and had to get his friend's company to help them in some way.
