eBay cancellation

    I ordered a tablet case from the US on eBay - the seller decided he did not ship to Ireland and cancelled the order.

    My payment (via PayPal) included and extra 15e or so for international shipping (price was 15e or so too). The transaction is showing up as two separate transactions on my PayPal account - and the seller says he only received 15e and cancelled because I did not pay shipping. So I am left with 15e which has been refunded, the second 15 has just disappeared.

    PayPal won't let me open a dispute as it says that it was refunded - and I see no other way forward. Any suggestions on what to do?

    I will leave negative feedback as the seller has not been very helpful but this doesn't get my 15e back.

    Open a dispute on the Paypal transaction for the postage.

    Do I understand correctly?

    From reading the above my understanding is you got a tablet but sent 2 payments 1 for tablet and 1 for shipping? Was any of the money sent as Gift? if it was as gift you cannot open a claim for that, both should be sent as payment for item, I said seller probably knows that and for that reason only refunded the payment for the item.

    If you sent 1 payment you should got a full refund unless seller only sent a partial refund, but I thought you should be able to create a dispute for the rest.

    You could contact Paypal by phone and explain, they should let you know your options.

    Not quite. I only made one payment through eBay which redirected me to PayPal (I know never to pay for anything online using a gift).

    However this shows up on my PayPal account now as two separate transactions, one for the tablet cover and the other for shipping. I think this is because the order shipped using the eBay Global Shipping Programme (covers import costs & international priority shipping I think). My limited understanding is that this means the seller ships it to a local forwarder who then covers customs & international shipping.

    I don't think the seller is trying to scam me, I think he does not know how to get this money refunded. My issue with him is that he only replies once a day and is not very helpful. English is clearly not his first language even though apparently he is US-based.

    PayPal will not allow me to open a dispute on the transaction as it says it has been refunded (it has not - only the other one has been). I have reported it as an unauthorised transaction but not sure how this will go. Calling them is maybe the only way forward but don't imagine that being a good experience given my dealings with them.

    How long did it take for the refund to go through from Pitney Bowes?

    My seller cancelled over a week ago (even though PayPal still pending refund) but says be can't refund the Global Shipping Programme costs, and no sign of them doing it themselves.

    To give an update on this, the seller changed his mind and shipped it (to the Global Shipping Programme centre in Kentucky).

    But he had already refunded. I also managed to get the Global Shipping Programme fees refunded through chasing PayPal. They said it was a mistake but I see it as a case where they won't refund fees unless you chase them.

    So now my order is on it's way (but still at Global Shipping Programme), refunded in full and marked as unpaid in my account. Not sure what I should do as I still don't trust that it will arrive. Happy to pay if and when it does, but reluctant to make a payment in the hope of getting it.

    I won't buy from sellers using this Global Shipping Programme again though
