what have they done to ballybeg road/kildysart cross ennis

I cant figure what surfacing technique they are using on the lower half of ballybeg road and the final bit of kildysart road. It looks a shambles. The part of kildydsart road that was done about 3 years ago is a top job but this latest effort looks unreal. Does anyone know the reasoning behind it? Has me foxed.
